Baggage ban on batteries begins: Starting 1 January, air travelers cannot check in baggage containing spare batteries. -
Passengers can still check baggage with lithium batteries if they are installed in electronic devices, such as cameras, cell phones and laptop computers. If packed in plastic bags, batteries may be in carryon baggage. The limit is two batteries per passenger.
According to SafeTravel.dot.gov website, spare batteries are termed as batteries that are carried separately from the electronic devices. When batteries are fitted into an electronic device, they are not considered spare batteries.

The rules are simple:
You are not allowed to pack spare batteries in your checked baggage. You can pack spare batteries in carry-on baggage. However there are some restrictions in the number of batteries and lithium content.

Looks like if you need plenty of spare batteries, either get those rechargeable ones or pack lots and lots of unwanted electronic devices just to store those spare batteries.
